Meet the managers: Welcome the newest State Partnership Program managers!

The EMSC Program is thrilled to introduce three new State Partnership Program managers for Ohio, Virginia, and Wyoming.

State Partnership Program managers are vital to the EMSC Program because they work to expand and improve emergency care for children in real-time and at the community and state level. They do this in part by working on performance measures as outlined by the Health Resources and Services Administration (HRSA).


Ohio - Kyle Smith, MA

Kyle Smith - OH

Kyle Smith, MA joins as the new Ohio EMSC project coordinator, bringing over five years of experience in asset protection, emergency operations, and public safety, including time as a 911 dispatcher. He holds a master of arts in Criminal Justice and multiple certifications in emergency management and investigations. Kyle is passionate about building strong, lasting relationships between institutions and communities, especially in public health and safety. He lives in Columbus with his wife, who is a medical student at The Ohio State University (Go Bucks!), pursuing a career in pediatric emergency medicine. In his free time, Kyle enjoys traveling, writing fiction, and marathon training, finding balance through challenges that push him personally and professionally.

Virginia - Michael D. Berg, MPA, NRP

Michael Berg - VA

After 18 years of dedicated service, David Edwards retired. We thank David for his leadership and contributions to advancing Pediatric Readiness in Virginia and nationally.

Following David’s retirement, Michael D. Berg, MPA, NRP, was appointed to continue leading the Virginia EMSC Program, housed within the Office of Emergency Medical Services, Virginia Department of Health. Michael received his undergraduate degree from Old Dominion University and his master’s in public administration from Columbia Southern University. Michael began his EMS journey in 1978 and has been a nationally registered paramedic for over 40 years. He has contributed extensively to patient safety efforts, including service as chair of the Agency and Vehicle Licensure Committee (AVL) for the National Association of State EMS Officials. He has also been involved in standards development for ambulances through both the National Fire Protection Association (NFPA) and the Ground Vehicle Standard (GVS) developed by the Commission on Accreditation of Ambulance Services (CAAS). Most recently, he participated in a national workgroup developing potential testing methods for transport devices to enhance the safe transport of pediatric patients. In addition to his new role with Virginia EMSC, Michael also serves as Division Director for EMS Systems Funding for the Office of EMS.

Wyoming - Susan Neugebauer, MA

Susan Neugebauer - WY

Susan Neugebauer, MA, joined the Wyoming EMSC Program in April 2025 as project director and EMS supervisor. She brings 25 years of EMS experience, including work as a paramedic, field trainer, and director of paramedic school. Susan holds a master’s degree in Education and has extensive experience working in both general education classrooms and with children with special needs from birth to age 5. She is committed to advancing pediatric care in Wyoming by supporting education, mentoring providers, and strengthening systems to ensure children receive safe and effective emergency care across the state.
