- Published May 31, 2025

The EMSC Program is thrilled to introduce two new State Partnership Program managers for Hawaii and Nebraska.
State Partnership Program managers are vital to the EMSC Program because they work to expand and improve emergency care for children in real-time and at the community and state level. They do this in part by working on performance measures as outlined by the Health Resources and Services Administration (HRSA).
Hawaii - Andrew Yonemura

Andrew recently graduated from the University of California, Berkeley, and has held various roles, including serving as one of the directors for the current governor's gubernatorial campaign. Currently, he works as a lab manager for a cancer research lab in Hawaii. As an EMSC program manager, Yonemura is focused on improving Pediatric Readiness in prehospital and ED settings across the state of Hawaii. In his free time, he enjoys hiking and lifting. He is deeply grateful for the support of their community and mentors and is committed to serving the people of Hawaii.
Nebraska - Regan Blackwell, MPH

Blackwell is the new program manager for Nebraska EMSC. She has bachelor’s degrees in human biology and microbiology, and she recently graduated with her Master of Public Health degree from South Dakota State University. During her master’s program, she interned with South Dakota EMSC, where she gained valuable experience and discovered her passion for improving emergency care for children. A fun fact about Blackwell is that she is an identical twin. In her free time, she enjoys spending time with her family and friends and trying out new recipes.
